This study evaluates a program that enrolls participants in one of two home visiting models: (1) HFA, or (2) Nurse Family Partnership (NFP). The study presents results for the program as a whole, without separate analyses for HFA and NFP. This creates a confound, because the effect of the HFA treatment cannot be isolated from the effect of NFP.
