The Home Visiting Evidence of Effectiveness (HomVEE) review invites developers of early childhood home visiting models to express interest in having their model reviewed and reported on the HomVEE website.
Why this matters
HomVEE conducts a thorough and transparent review of the home visiting research literature and provides an assessment of the evidence of effectiveness for early childhood home visiting models that serve families with pregnant women and families with children from birth through age 5. Information about reviewed models and their evidence of effectiveness is published on the HomVEE website. The website helps Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program awardees find and choose home visiting models they can use with MIECHV funding. The MIECHV Program, which is run by the Health Resources and Services Administration in partnership with the Administration for Children and Families, provides funding for voluntary, evidence-based home visiting services. Having your model reviewed by HomVEE could make it eligible for use with MIECHV funds if HomVEE determines that it meets the U.S. Department of Health and Human Services’ (HHS) criteria for an evidence-based early childhood home visiting model (“HHS criteria”).
Who should express interest
This invitation is for early childhood home visiting models that HomVEE has not yet determined meet the HHS criteria (also known as Track 1 models). Models that HomVEE has reviewed in the past are welcome to express interest if they have not yet met the HHS criteria.
To be eligible for review, a model must:
- Be currently active and able to support ongoing implementation of services in the U.S.
- Have publicly available research showing whether the home visiting model works (“impact research”). This research must meet HomVEE's requirements for being reviewed, as described in Chapter 2 of the Handbook of Procedures and Evidence Standards ("Screening Criteria" on page 13).
- Align with applicable requirements for the MIECHV Program.
If HomVEE has already determined that your model meets the HHS criteria (Track 2), no action is needed. HomVEE will continue updating Track 2 model reports on its regular schedule.
How to express interest
By October 15, 2026, send an email to HVEE@mathematica-mpr.com that includes:
- The name of your early childhood home visiting model
- Your model's website (if available)
- A primary contact name and email address
- An alternate contact (optional)
- Citations, links, or attachments of manuscripts reporting findings from impact research about your model. (If your model is selected for review, HomVEE will also conduct its own search for relevant research.)
Expressing interest does not guarantee that you will be invited to complete an application or that your model will be reviewed. If there are more potentially eligible models than HomVEE has capacity to review, HomVEE may prioritize sending the application to models with more published impact research.
What happens next
You will receive a confirmation email with information about next steps:
- Selected models will be invited to complete an online application that HomVEE is piloting. Models that proceed to review will be reported on the HomVEE website after the review is complete.
- Models not selected to apply will be notified and may be considered in future review cycles.
