Virginia’s Comprehensive Health Investment Project (CHIP) supports parents and their children through home visiting. To be eligible for CHIP, a family must have one or more children between birth and 6 years old or be expecting a baby. The family income must be at or below 200 percent of the federal poverty level.

The program aims to (1) ensure that young children whose families have low incomes receive consistent, quality health and developmental care from the prenatal period through age 6 years; and (2) provide a family-centered case management system that fosters health, stability, positive parenting, and self-sufficiency.

Using a team-based approach, all families receive home visits from a registered nurse and a parent educator/family case manager. The registered nurse coordinates prenatal and postpartum care; provides reproductive life planning, child and adult health assessments, and health education; and establishes medical and dental care. The parent educator/family case manager promotes positive parenting and school readiness while helping families reach their goals for education and training, employment and career management, family planning, housing, and financial well-being. The case manager also helps connect families with community resources.
