Two findings measuring time to reunification and likelihood of reunification with the family received a low rating because the study uses a non-experimental comparison group design but does not demonstrate equivalence between the intervention and comparison groups. The third finding—any reports of repeat maltreatment substantiated by child welfare agencies—is rated low due to a confounding factor: the timing of outcome data collection differed between the intervention and comparison groups. A fourth outcome—repeat maltreatment reports—is deemed ineligible for review because it includes unsubstantiated reports, which do not meet HomVEE criteria for review.
